Visual Quality Panel

The Visual Quality Panel (VQP) is a sixteen-member team of volunteers – most from Rockland and Westchester counties. The panel participated in design decisions for the Governor Mario M. Cuomo Bridge’s features such as bridge towers, the shared-use path for pedestrians and bicyclists, the six scenic overlooks, general landscaping, gateways, bridge lighting and historical and cultural installations.

Most of the Visual Quality Panel (VQP) members are involved in the arts, architecture, planning and historic preservation. The panel is chaired by Deputy Director for Outreach George Paschalis, and managed by representatives from the Thruway Authority and design-builder Tappan Zee Constructors, LLC. The 13 remaining members are volunteer community representatives, who speak for local residents throughout the design process.

The project team consulted with the VQP for the six overlooks on the shared-use path on the westbound span of the new bridge. Each overlook features a unique theme, seating, and shade structure.

After reviewing hundreds of comments from the public regarding the design of the Governor Mario M. Cuomo Bridge’s iconic main-span towers, the VQP recommended the sleek, chamfered design.
