The Federal Highway Administration (FHWA), the New York State Department of Transportation (NYSDOT), and New York State Thruway Authority (NYSTA) have issued a Joint Record of Decision (ROD) and Findings Statement for the Tappan Zee Hudson River Crossing Project. This Joint ROD and Findings Statement has been prepared in accordance with the National Environmental Policy Act (NEPA), the Council on Environmental Quality (CEQ) regulations implementing NEPA, and FHWA's regulations implementing NEPA. The Joint ROD and Findings Statement has been prepared in accordance with the State Environmental Quality Review Act (SEQRA) regulations and NYSDOT's Procedures for the Implementation of SEQRA.
The Joint Record of Decision and Findings Statement together mark the final step in the EIS process and lay out the project alternatives considered along with the chosen alternative. Also included is the environmentally preferred alternative and information on mitigation measures, including environmental and monitoring commitments.
FHWA, NYSDOT, and NYSTA have selected the Replacement Bridge Alternative for the Tappan Zee Hudson River Crossing Project consisting of two new bridge structures across the Hudson River between the Village of South Nyack, Rockland County, New York and the Village of Tarrytown, Westchester County, New York. The two new bridge structures would be located north of the existing Tappan Zee Bridge and would meet the existing New York State Thruway right-of-way east of South Broadway in South Nyack (Exit 10) and west of South Broadway (Exit 9) in Tarrytown. This alternative is fully described in Chapter 2, "Project Alternatives", of the FEIS. The FEIS is available on this website as well as at repositories in Rockland and Westchester Counties.
